Koehnen Report of June 2, 2003 is available!

The CIC has posted some project documents on the county web site including:

This is the last engineering report done for the county communications system. The Koehnen report recommended evolutionary changes to the existing system. This report also advocates microwave instead of fiber-optics to connect the towers. The CIC has adopted a different strategy: a revolutionary replacement of the entire system with ten large towers and fiber-optic connections between the towers. The fiber engineering specs are not yet available to the public. The current plans for Spring Green's Thuli Road tower are the most deviant from this engineering report's recommendation. I recommend reading chapters 2, 3, 4, 5, 10 from the report. See links below or on county's web site.
